Existing operational plans will be reviewed and updated to ensure consistency with the strategic directions outlined in this document.

Academic Assessment Plan: This five-year (2001-2006) plan was created for cyclic assessment of programs in general education and in academic majors. The plan identifies specific assessment protocols and calls for assessment of non-instructional support programs. The senior adviser to the provost for assessment is responsible for implementation, with oversight from the Assessment Advisory Board.

Affirmative Action Plan: This plan ensures that the college adheres to federal and state laws, executive orders, and SUNY Board of Trustees policies and practices with respect to nondiscrimination and affirmative action. The plan outlines policies for all aspects of recruitment, hiring, training, and promotions and all other terms and conditions of employment. Admissions requirements and services to students also are addressed. The senior adviser to the president for equity and campus diversity oversees implementation for the plan, which is revised on an annual basis. The advisory board is the President's Council on Equity and Campus Diversity.

Budget Plan: This annual all-college plan is used to implement the strategic plan and maintain effective fiscal operations. Oversight is provided by the vice president for finance and management, with advisory roles by the Vice Presidents Council and the Budget Priorities Task Force.

Development Plan: This annual plan outlines the revenue goals for capital campaigns, annual fund-raising, planned gifts, foundation gifts, government funding (county, state, federal), and alumni cultivation. The vice president for institutional advancement and development oversees implementation. Advisory roles are provided by the Vice Presidents Council and the Buffalo State College Foundation Board of Directors.

Emergency Response Plan: This plan guides the response of college personnel and resources during an emergency. It outlines policies and procedures and an organizational structure for response to emergencies. The plan is continually updated to meet New York State-mandated guidelines. The vice president for finance and management oversees implementation. There is no formal advisory board, however, University Police, Campus Services, Environmental Health and Safety, and Residence Life serve an ad hoc advisory function.

Enrollment Plan: This plan states enrollment management goals and initiatives for the college and addresses efforts to increase retention, improve enrollment services, and establish new-student recruitment targets and programs. The associate vice president for enrollment management is responsible for its oversight. Advisory functions are provided by the Vice Presidents Council, Academic Affairs Council, and the Enrollment Management Advisory Group. Each two-year plan (currently 2001-2003) is reviewed annually.

Equity and Diversity Plan: This plan focuses on campus climate and diversity issues and makes recommendations to strengthen the campus community, the organizational structure, and the hiring and retention rates of underrepresented faculty and staff. The five-year plan (2002-2007) is overseen by the senior adviser to the president for equity and campus diversity, and the President's Council on Equity and Campus Diversity serves as the advisory board.

Facilities Master Plan: First developed in 1995 and updated annually, this plan provides for a campus vision for facilities in a changing environment. The plan provides a rational basis for funding the college's capital needs and identifies both short- and long-term goals and priorities for all major facility rehabilitation and new construction. The vice president for finance and management oversees implementation, and the Master Plan Advisory Group is the advisory board.

Technology Plan: This plan was created in 1998 to establish campus technology priorities and to institutionalize the planning process. The plan focuses on all aspects of campus informational and instructional technology needs. Responsibility for the development and implementation of short- and long-term technology objectives resides with the Technology Council, an advisory group reporting to the provost and vice president for academic affairs and the vice president for finance and management. A new five-year plan will be produced in academic year 2002-2003.

Development of additional operational plans is under consideration, based in part on information gleaned from the strategic planning process. Two new plans, Institutional Effectiveness Plan and Academic Plan, are in the initial stages of development and will be refined in the coming year.
