Application
Can students apply for financial aid before they know their host campuses?
Students not only can, but need, to apply for financial aid by the stated deadline at every campus where there is the
potential to be placed on Plan A. Regardless of whether they plan to participate on Plan A or Plan B, students should
apply as usual on their home campuses as well. (see NSE Handbook Section 14.6)
Funding Campus
Can my campus fund both Plan A and Plan B outgoing students?
NSE policy is that the campus where tuition/fees are paid is the campus that provides federally- funded financial aid
to the exchange students. That means that for Plan A, the host campus funds the student. On Plan B, the student is
funded by the home institution. A campus may choose to fund all of their outgoing students, both Plan A and Plan B, if
they list that as a policy exception in the NSE Membership Agreement. These campuses are still obligated to fund
incoming Plan A students. (see NSE Handbook Section 14.3.3)
Consortium Agreements
Must I sign a consortium agreement with each college and university that belongs to the National Student Exchange?
A single form, the NSE Membership Agreement, meets federal financial aid guidelines and serves as the official
consortium agreement among all of the campuses. File a copy of your signed agreement with your financial aid office.

Cost of Attendance
How is the cost of attendance calculated?
A real budget should be utilized for determining the financial aid package for the student. The budget will include
the tuition and fees of the campus where they are paid and the room and meals as well as other expenses of the host
campus. Round trip transportation from the home of the student to the host campus should also become part of the
budget. Each March, NSE provides budget information to assist your financial aid officer in packaging financial aid.
Share this information with your financial aid office. (see NSE Handbook Section 14.3.4)
Deferments
Can students get deferments from their host campus if the aid comes from the home campus?
Most NSE campuses provide a deferment option as long as they know financial aid will be coming to the student. Payment
plans are becoming more common and available to the students as well. Refer to Campus Detail Information to determine
which campuses give deferments. (see NSE Handbook Section 14.9)
Work Study
Are students on Plan B able to use College Work Study?
While College Work Study is possible, almost no campus will package it for their outgoing
Plan B students.
Verification of Enrollment
How will the home campus know if the student actually registers for courses on the host campus?
The host campus coordinator completes a Verification of Enrollment form for all incoming exchange students and sends
the form to the home campus coordinator with a copy to the Buffalo NSE Office by the third week of each term. That
information should be shared with the financial aid office on the home campus. (see NSE Handbook Section 14.10)
