Classified Employment

Clerical, maintenance, and security positions are in the New York State classified service.  If you are interested in obtaining a classified position, visit the NYS Department of Civil Service for information on examinations and careers in state government. 

Recruitment procedures are determined by the Civil Service Law, administrative regulations, and agreements negotiated under the laws of New York State.  The College is required to consider current employees in State service for positions above the entry level in the classified service.  If such positions cannot be filled within State service, employment applications from candidates outside of State service will be considered.  Note:  All classified appointments are temporary pending clearance of NYS Department of Civil Service preferred lists.

Classified Employment Search Process:

  • Department Head/Chair initiates and circulates a Position Release for annual salary, personal service line numbers.
  • Upon receipt of the approved Position Release from the Budget Office, HRM orders the appropriate list for competitive class positions.  Note:  Eligible lists are not requested from Civil Service unless a vacancy is available.
  • A job posting is prepared and posted on the employment web page and posted on campus by CSEA.
  • Canvass letters are mailed or candidates are telephoned to expedite filling the vacancy.  Buffalo State employees may bid on vacancies by completing the appropriate bid form:  competitive bid form or non-competitive bid form.
  • After the canvass deadline, the responses are tallied and candidates are selected for an interview according to the rule of three.  
  • Current State employees who wish to apply for a lateral transfer to Buffalo State may submit a cover letter, resume, and employment application

Four Classes of Classified Service under Civil Service Law:
Competitive Class
This class includes all positions for which it is practical to determine the merit and fitness of applicants by competitive examination.  Buffalo State employees may download a Competitive Job Bid Form

Non-Competitive Class
This class does not require examination. The Civil Service Commission prescribes minimum qualifications for these positions in lieu of an exam.  Buffalo State employees may download a Non-Competitive Job Bid Form.

Labor Class
This class comprises all unskilled labor positions except those at the supervisory level.  Non-employees of Buffalo State may complete an employment application.

Exempt Class
Positions in this class are those other than unskilled labor positions for which neither competitive examination nor the non-competitive minimum qualifications are practicable. Vacancies are open to all qualified applicants.
