CSEA Employees Enrolled in the Empire Plan


In compliance with the Civil Service Employees Association (CSEA) Collective Bargaining Agreement, a special Option Transfer Period will be conducted. This special Option Transfer Period is a result of the July 1, 2008 Empire Plan co-payment increases and is ONLY available to CSEA employees enrolled in the Empire Plan. Details outlining the Empire Plan changes were recently mailed to your home. This information is also available online at www.goer.state.ny.us/cna/current/2007-2011-csea-info/art9.html.

CSEA employees enrolled in the Empire Plan will be permitted to change to Univera, Independent Health, or Community Blue. Rates and detailed information about each health insurance plan is available online or in Human Resource Management, Cleveland Hall 410.

The effective date for the Special Benefit Plan change is August 7, 2008. Option transfer forms must be postmarked OR received in Human Resource Management, Cleveland Hall 410, by Thursday, July 31. Late option transfer forms will not be accepted, and without a qualifying event, you will not be permitted to change your health insurance carrier until the regular option transfer period in November 2008. The July 1 Empire Plan changes do not create a qualifying event that would allow an enrollee with pre-tax deductions to change coverage type (individual/family) or to cancel coverage.

No action is necessary for enrollees who wish to continue in the Empire Plan.
