Titles and Bargaining Units
Buffalo State uses the following position titles for State employees.  Up-to-date lists of classified and unclassified approved SUNY titles may be found at SUNY Professional Titles (alpha), SUNY Professional Titles by Family, and NYS Department of Civil Service Title and Salary Plan.  Union and bargaining unit information is also available at NYS Governor's Office of Employee Relations.

Administrative Services - NU 02
This unit includes classified service employees who are assigned clerical, secretarial, and administrative duties and responsibilities. This unit is represented by the Civil Service Employees Association, Inc. (CSEA). Titles assigned to this unit include Keyboard Specialist, Calculation Clerk, Clerk 1, and Secretary 1, among others. All titles in this unit are in the classified service. Appointments in the classified service must be made in accordance with the Civil Service Law and the rules of the State Civil Service Commission. Salaries are statutory which means that the title and grade of the position to which an employee is appointed determines the salary paid. Positions in this unit are non-exempt under the Fair Labor Standards Act.

Operational Services - NU 03
This unit includes positions assigned to operations which support the maintenance of facilities and equipment. This unit is represented by the Civil Service Employees' Association, Inc., (CSEA). Titles assigned to this unit include Cleaner, Janitor, Laborer, Maintenance Helper, and Supervising Janitor, among others. All titles in this unit are in the classified service. Appointments in the classified service must be made in accordance with the Civil Service Law and the rules of the State Civil Service Commission. Salaries are statutory which means that the title and grade of the position to which an employee is appointed determines the salary paid. Positions in this unit are non-exempt under the Fair Labor Standards Act.

Institutional Services - NU 04
This unit includes positions generally assigned to providing services for individuals cared for in state institutions. This unit is represented by the Civil Service Employee's Association, Inc., (CSEA). Very few titles have ever existed at the College that were assigned to this unit.  Appointments in the classified service must be made in accordance with the Civil Service Law and the rules of the State Civil Service Commission. Salaries are statutory which means that the title and grade of the position to which an employee is appointed determines the salary paid. Positions in this unit are non-exempt under the Fair Labor Standards Act.

Professional, Scientific, and Technical Services (PS&T) - NU 05
This unit includes positions assigned to professional level, scientific, or technical duties and responsibilities. This unit is represented by the Public Employees' Federation, AFL-CIO (PEF). Titles assigned to this unit include Clinical Physician, Nurse I, Nurse II.  Appointments in the classified service must be made in accordance with the Civil Service Law and the rules of the State Civil service must be made in accordance with the Civil Service Law and the rules of the State Civil Service Commission. Salaries are statutory which means that the title and grade of the position to which an employee is appointed determines the salary paid. Positions in this unit are usually non-exempt under the Fair Labor Standards Act.

Management Confidential - NU 06
This unit includes positions acting in a confidential capacity to a managerial employee who has significant responsibility for formulating campus-wide policy, is involved in preparation for collective bargaining, has a significant role in the administration of collective bargaining agreements, or has a major role in the administration of grievances of personnel. Employees in this unit are not represented. Titles assigned to this unit at the College include Secretary 1's or Secretary 2's reporting to members of the President's Staff and clerical/secretarial staff assigned to Human Resources or related functions. Appointments in the classified service must be made in accordance with the Civil Service Law and the rules of the State Civil Service Commission. Salaries are statutory which means that the title and grade of the position to which an employee is appointed determines the salary paid. Positions in this unit are non-exempt under the Fair Labor Standards Act.

Agency Law Enforcement Services (ALES) - NU 31
This includes positions assigned responsibility for supervising security and university police functions.  This unit is represented by PBANYS (established in 2011).  The ALES unit includes employees in titles of University Police Officer 1 and 2 and University Police Investigator 1 and 2.  Appointments in the classified service must be made in accordance with the Civil Service Law and the rules of the State Civil Service Commission. Salaries are statutory which means that the title and grade of the position to which an employee is appointed determines the salary paid. Positions in this unit are non-exempt under the Fair Labor Standards Act.

Security Services Unit (SSU) - NU 21
State security personnel (other than State Police) and institution safety officers. This unit is represented by NYSCOPBA.  Non-arbitration eligible titles (SSU-21) within the unit for salary and benefit purposes – safety and security officer, security services assistant, security officer, and campus public safety officer.


Professional - NU 08
This unit includes positions assigned to professional level and/or administrative duties and responsibilities as well as faculty. This unit is represented by United University Professions (UUP). All titles in this unit are in the unclassified service.  Appointments in the unclassified service must be made in accordance with the Policies of the Board of Trustees of the State University of New York. Salaries are non-statutory which means that the title and grade of the position determine the minimum and maximum salary that can be paid. Beyond that, initial appointment salaries are dependent upon budgets, vacancy announcements, and the credentials of candidates. Most positions in this unit are exempt under the Fair Labor Standards Act on the basis of their meeting the tests required to designate them as either Executive, Administrative, or Professional.

Management Confidential - NU 13
This unit includes managerial positions having significant responsibility for formulating campus-wide policy, for preparation for collective bargaining, for the administration of collective bargaining agreements, for the administration of grievances, or for personnel administration. Employees in this unit are not represented by a bargaining unit. All titles in this unit are in the unclassified service. Appointments in the unclassified service must be made in accordance with the Policies of the Board of Trustees of the State University of New York. Salaries are non-statutory which means that the title and grade of the position determine the minimum and maximum salary that can be paid. Beyond that, initial appointment salaries are dependent upon budgets, vacancy announcements, and the credentials of candidates. Positions in this unit are exempt under the Fair Labor Standards Act.

Graduate Assistant - NU 28
This unit is represented by the Graduate Student Employees Union (GSEU).  The State University Graduate Student Negotiating Unit is comprised of teaching assistants and graduate student assistants who are pursuing advanced degrees at SUNY campuses. These part-time employees assist SUNY faculty and administrators in a variety of teaching, research, and administrative activities and serve in either 10 or 12 month appointments.
