Off-Air Videotaping
We can also record broadcast programming off air and satellite as long as we abide by guidelines established under Section 107 of the U.S. Copyright Law. According to these guidelines, an educational institution may tape programs off-air if they do the following:
Programs taped must be used directly for instruction and not for entertainment
- The privilege of off-air taping applies only to non-profit, educational institutions.
- A broadcast may be recorded off-air simultaneously with broadcast transmission (including cable transmission) and retained by the educational institution for a period not to exceed 45 calendar days after the date of recording. The program must then be erased.
- Even thought eh programs may be held 45 days, they may only be used once and repeated once with each class by an individual teacher during the first 10 consecutive school days during the 45 day calendar retention period. They may not be used with students after that time. School days do not include weekends, holidays, vacations, examination periods or other scheduled interruptions.
- After the first ten consecutive school days, off-air recordings may be used up to the end of the 45 day retention period only for teacher evaluation purposes and may not be used for student exhibition or any other non-evaluation purpose without authorization.
- Off-air recordings may be made only at the request of and used by individual teachers, and may not be regularly recorded in anticipation of requests. (Automatic recording by a media specialist) No broadcast program my be recorded off-air more than once at the request of the same teacher, regardless of the number of times the program my be broadcast.
- A limited number of copies may be reproduced from each off-air recording to meet the legitimate needs of teachers under these guidelines. (To meet the requests of several teachers for the same program) Each additional copy shall be subject to all provisions governing the original recording.
- The program must be recorded in its entirety, including copyright notice, and may not be altered. Off-air recordings may not be physically or electronically combined or merged to constitute teaching anthologies or compilations. Note: However, during playback, sections may be omitted that are not felt to be appropriate. Programs need not be used in their entirety.
- Educational institutions are expected to establish appropriate control procedures to maintain the integrity of these guidelines.

Instructional Resources has 3 satellite dishes on the roof of the Bulger Communication Center. Two are steerable, the other fixed. This allows the college community to view live, interactive (one-way video, two-way audio) videoconferences. The videoconferences can be viewed in any of the 13 buildings that are part of the campus cable system. Special arrangements can be made to deliver programs to other areas of the campus.
Off-Satellite Recordings
In addition to live programming, we can downlink and record resource programs by obtaining a license to do so. Both videoconferences and resource programs usually involve license fees. There are satellite services (i.e., NASA) that offer free programming.

Campus Cable System
The college operates and maintains its own 12 channel television cable system. The head end (distribution center) is located in the basement of the Bulger Communication Center and feeds the following campus buildings:

The "OPEN" channels can be used to transmit videotapes, 16mm films, videoconferences, satellite programming or live programming originating from our television studio. Cable networks not carried on a regular basis on the system can be distributed over the system upon request.

Television Repair
Instructional Resources provides maintenance and repair of all college-owned television equipment. This would include monitors, receivers, VCR's and camcorders. Arrangements can be made to assist with delivery and/or pick-up of equipment for repair.
