The author discussed traditional and heuristic approaches to policy analysis within a governmental setting. Traditional policy analysis was described as prescriptive, sequential and rational. Heuristic policy analysis was described as entailing problem definition, selection, evaluation and action formation, thus perhaps sharing process elements with creative problem solving. The author suggested that a heuristic approach may reflect, more closely, the natural problem solving process of decision makers and practical examples are provided. Implications for research, computer software and varying decision making environments were provided.
