The concept of small group consensus has been of interest to researchers, but to date, no consistant measure of small group consensus has been developed. This study developed a comprehensive and utilitarian instrument for measuring group consensus. The instrument was analyzed using factor analysis and was found to be valid. Also its stability overtime was tested and found to be acceptable. Further testing and studies are suggested.
