The article described how the author assist a planning committee to narrow a list of 500 needs and wants into managable areas of focus. The author used the process of 'Hits and Clustering' with the committee to identify themes within their list, thereby allowing the committee to write objectives and set priorities. The author stated that upon reviewing these plans five years later, 80% of the projects had been completed, and suggested that this process contributed to their success.
