Bailey has been in Education since 1971. She is licensed / certified in classroom instruction k-12 and administrative positions in California and Wisconsin. She holds certification as a Language Development Specialist in California and was part of the early implementation of Sheltered Content Instruction. In New York State she holds administrative certification at both the Site and District levels. Since 1999 Bailey has been involved with the teaching and training of Elementary School teachers in Institutions of Higher Education. She comes to Buffalo State from Bemidji State University in Minnesota. Bailey is currently a full time lecturer in the Elementary Education and Reading Department at Buffalo State College, State University of New York.
