On June 4, 2013, employees represented by UUP ratified the Agreement with the State for SUNY Fiscal Years 2011 through 2016. Per the Agreement, all UUP-represented employees, with the exception of certain visa holders, are subject to the Deficit Reduction Plan (DRP). This DRP applies to all positions, regardless of funding source.
The DRP reduces annual employee compensation for a total of nine days -- five days in SUNY Fiscal Year 2013-14 and four days in SUNY Fiscal Year 2014-15. All employees subject to dRP will be repaid for up to seven days and will be granted up to two days of Deficit Reduction Leave (DRL). The cash value of the deductions for the seven days will be repaid over 39 payroll periods beginning with the final payroll period in SUNY Fiscal Year 2015-16.

As previously announced, the initial phase of the Deficit Reduction Plan for UUP-represented employees is being implemented. UUP employees paid over 12 months will have their biweekly gross pay reduced by 2.5% beginning in the paychecks dated September 25, 2013. Employees paid over 10 months (such as part-time Lecturers) will have their biweekly gross pay reduced by 2.019% beginning September 25, 2013.
Interim President Cohen has designated the following dates to be used as the Deficit Reduction Leave (DRL). UUP employees are entitled to take off two of these dates as their unpaid DRL:

UUP employees should work with their supervisors or department heads to obtain approval for two days of DRL, selecting from the dates designated by the President. Supervisors are reminded that, although operational needs must be considered, we are required to allow UUP employess to have the two days off for DRL.
We are awaiting instructions from SUNY on how to document the DRL days on attendance records, and will make an announcement prior to the first DRL designated date.
For UUP employess who are eligible to accrue vacation leave credits, the maximum accumulation has been increased to carry over an additional two days of vacation credits for January 1, 2014. This is a one-time exception to the 40-day limitation. An employee's total vacation credits shall not exceed 42 days on January 1, 2014.
